European Structural Funds
The Unit's vision and goal is through working in partnership,
to contribute to the economic prosperity and regeneration of London
through the efficient and effective use of European Structural Fund
money.
The European Unit was established to be responsible for managing
and administering the two European Structural Funds which benefit
London: the European Regional Development Fund (ERDF), and the European
Social Fund (ESF).
The Funds support the Objective
2 Programme (ERDF and ESF) and the Objective
3 Programme (ESF). The European Unit also administers the URBAN
II Programme, which is a Community Initiative designed to support
innovative strategies to regenerate cities and declining urban areas
The current Programmes run from 2000-2006 and £617.5m is available.
The Objective 2 Programme targets
wards in 13 of the most disadvantaged boroughs and aims to tackle
barriers to economic opportunity in areas suffering industrial decline,
urban deprivation, low economic activity and social exclusion. Objective
3 is pan-London and aims primarily to tackle barriers to labour
market participation experienced by the unemployed and the socially
excluded.
In a nutshell, the two Development teams within the Unit (one each
for Objective 2 and 3) are responsible for effectively implementing,
managing the delivery of the programmes and making sure that they
provide support to prospective applicants, they are also responsible
for receiving applications and scoring them.
Once a project has been approved the responsibility is then passed
on to the Payments and Monitoring teams (again one each for Objective
2 and 3). Amongst many responsibilities, the teams are responsible
for monitoring projects, ensuring that the project is being delivered
according to guidelines and processing claims.
